The Property Institute (TPI) is the UK professional body for residential property management, formed in 2023 from the merger of IRPM (Institute of Residential Property Management) and ARMA (Association of Residential Managing Agents). TPI holds the former IRPM membership grades (AIRPM, MIRPM, FIRPM), publishes the Consumer Charter and Standards and is the primary professional body for UK block and build-to-rent residential management. RICS (Royal Institution of Chartered Surveyors) covers the broader surveying profession, including its Property Management APC pathway for MRICS. Many senior UK property managers hold both TPI and RICS credentials, particularly at Head of Property Management level.
Part 4 of the Building Safety Act 2022 imposes duties on Accountable Persons (APs) and Principal Accountable Persons (PAPs) for occupied Higher-Risk Buildings (HRBs), being residential buildings of at least 18 metres or seven storeys in England. APs must assess and manage building safety risks (fire and structural), engage with residents, prepare and maintain the safety case, and register the building with the Building Safety Regulator. The Building Safety Manager (BSM) role, originally envisaged to support the AP, remains an operational function on most portfolios even though the dedicated statutory requirement was amended. Part 4 has driven a new property management specialism covering in-use HRB compliance, and experienced practitioners are in short supply.
Section 20 of the Landlord and Tenant Act 1985 (as amended) requires landlords to consult with leaseholders before carrying out qualifying works (above £250 per leaseholder) or entering into qualifying long-term agreements (above £100 per leaseholder per year). Section 20 consultation involves a prescribed notice-and-response procedure, and failure to follow it can cap recoverable service charge. Senior UK block management CVs are expected to demonstrate live Section 20 consultation management, including on Major Works programmes and BSA 2022-related remediation works. The Leasehold and Freehold Reform Act 2024 is UK primary legislation making reforms to the leasehold system in England and Wales, including provisions on service charge transparency, reduced cap on ground rent for some leases, making lease extensions and enfranchisement more accessible, and extending the minimum lease extension term. Several provisions are in force, while others await commencement through secondary legislation. The Act builds on the Leasehold Reform (Ground Rent) Act 2022 and signals a direction of travel toward commonhold-style tenure. Two closely related but distinct functions. Property management is the day-to-day operational function of running a building or portfolio: rent collection, service charge, compliance, supplier management, occupier liaison and statutory obligations. Asset management is the value-creation function: leasing strategy, refurbishment and repositioning, capex planning, net zero retrofit and disposal preparation. The two functions sit alongside each other and are often held by overlapping teams on institutional UK portfolios. Senior careers typically specialise into one or the other, but Head of Property Management and Head of Asset Management roles increasingly span both. BTR (Build to Rent) asset management is the institutional operating model for purpose-built rental residential portfolios. BTR Asset Managers, Operations Managers and Regional Directors oversee scheme operations, amenity provision, resident retention, lettings strategy, rent performance and capex planning on behalf of institutional capital (Grainger, Quintain and the wider UK BTR operator and investor market).
