Part L 2021 is the 2021 edition of Approved Document L of the Building Regulations, covering conservation of fuel and power in England and Wales. It moved the notional building, tightened fabric standards, introduced primary energy as an additional metric and changed the treatment of direct electric heating. For building services designers it has meaningfully raised the fluency bar. The incoming Future Buildings Standard (FBS) and Future Homes Standard (FHS) in 2025 align design expectations further toward zero-ready, low-carbon systems. We screen design CVs for live Part L 2021 submission experience under the new regime.

CP1 2020 is the CIBSE Code of Practice for Heat Networks, the recognised UK design and operation standard for district heat and ambient loop systems. It has become a baseline credential for any engineer leading heat network design, reinforced by the incoming Heat Network Technical Assurance Scheme (HNTAS). On decarbonisation briefs, CP1 fluency plus specific scheme delivery evidence is now the sifting point, not generic mechanical design experience.

TM59 is the CIBSE Technical Memorandum on overheating in homes, setting the design assessment methodology for residential overheating risk. Since Part O of the Building Regulations (2022) it has become a near-universal reference on residential building services design in the UK, with designers expected to produce TM59 assessments as standard. TM52 (comfort in non-domestic), TM54 (actual energy) and TM65 (embodied carbon) sit alongside it on most briefs.

The Future Buildings Standard (FBS) and Future Homes Standard (FHS) are the 2025 regulatory step-change for new non-domestic and new domestic buildings in England. They require new homes and buildings to be zero-ready, with heating and hot water designed for low-carbon systems such as heat pumps or heat networks. They change the design assumptions underpinning mechanical and public health briefs and shift every sustainability design remit.
