Ministers announced changes tied to the Planning and Infrastructure Bill to speed up delivery of housing and nationally significant infrastructure. The package aims to cut delays in consents and keep major schemes moving.
Key measures include: allowing “holding directions” so councils cannot refuse while call-in is considered; faster approval routes for large reservoirs; steps to unlock onshore wind; streamlining Natural England’s advice; and protections so permissions do not lapse during lengthy court processes. The proposals align with the plan for 1.5 million homes and the Bill’s return to Lords report stage on 20 October 2025.
