Barratt Redrow has unveiled the Cosmeston Farm scheme - a 576-home development targeting net-zero carbon emissions. The project covers 22 hectares on the southern edge of Penarth.
Half the homes will be designated as affordable, with 219 homes reserved for social rent. Each dwelling will use ground source heat pumps and be powered via photovoltaic panels and battery storage to meet energy demands.
Beyond housing, the plan includes a new primary school, community buildings, retail space, open greenspaces, and dedicated active travel routes (walking, cycling) to integrate mobility.
Outline planning approval was granted in March 2024. As part of its commitment, Barratt Redrow will fund two PhD students at Cardiff University to research sustainable construction techniques. Cardiff University will also independently verify the development’s zero-carbon performance.
The Welsh Government describes the project as “a new standard” in sustainable housing, not just for Wales but across the UK.
