As Commercial Manager, you will form part of the senior leadership team responsible for ensuring the contract delivers strong, compliant, and transparent commercial performance. The role provides expert commercial leadership across a complex and highly regulated PFI environment, ensuring contractual obligations are met, costs are controlled, and value for money is delivered for all stakeholders.

Working closely with the Special Purpose Vehicle (SPV), the Local Authority, operational teams, and wider corporate stakeholders, the Commercial Manager ensures robust commercial governance, strong financial performance, and reliable service delivery are maintained throughout the lifecycle of the PFI contract.

What you will do

  • Provide commercial oversight of the Total FM PFI contract, ensuring compliance with contractual obligations and performance standards.
  • Interpret and apply contract clauses, advising operational teams on risks, obligations, and commercial impacts.
  • Ensure accurate administration of change control processes, including reviewing, pricing, negotiating, and securing approvals for variations.
  • Produce accurate monthly commercial reports, forecasts, and P&L analysis.
  • Review accruals, WIP, provisions, and cost capture to ensure financial accuracy.
  • Oversee subcontractor performance, pricing, compliance, and procurement activities.
  • Act as the commercial interface with the SPV, client representatives, and internal teams.
  • Identify and manage commercial risks and support internal and external audit processes.
  • Provide commercial guidance to operational teams, including review and validation of contractor quotations in line with agreed rates.
  • Manage procurement processes including quote analysis, tendering, and negotiation for minor works, reactive tasks, and project activities.

What you will bring

  • Direct experience working within a PFI contract or similar long-term concession-based facilities management environment.
  • Professional accreditation (e.g., CIPS, RICS) or working towards qualification.
  • Experience using CAFM systems (e.g., Concept™ or similar) within a hard and soft FM environment.
  • Strong commercial awareness with a high level of attention to detail.
  • A proactive, solutions-focused approach to problem solving.
  • Excellent communication and stakeholder engagement skills.
  • Ability to manage multiple priorities within a complex operational environment.
  • High integrity and commitment to transparent and fair commercial practices.
