Quantity Surveyors deliver cost and commercial services: cost planning, bills of quantities, valuations, change management and final account. Building Surveyors deliver condition, compliance and technical advisory services: Technical Due Diligence, dilapidations, condition surveys, defect diagnosis, Reinstatement Cost Assessments and contract administration on refurbishment works. Building Surveying (the RICS APC Building Surveying pathway) is a consultancy and advisory discipline. Building Control is the statutory function of approving building work for compliance with the Building Regulations, historically delivered by local authority Building Control and Approved Inspectors, and now sitting within the Building Safety Regulator regime for Higher-Risk Buildings under the Building Safety Act 2022. A Building Control Surveyor works in that statutory or registered-Building-Control-Approver capacity. A Schedule of Dilapidations is a formal document prepared by a Chartered Building Surveyor listing breaches of the lease covenants (repair, reinstatement, redecoration and statutory compliance) on a leased property. Interim schedules are served during the lease; terminal schedules are served at or near lease end. The RICS Professional Statement Dilapidations in England and Wales (7th edition) governs UK practice. Section 18 of the Landlord and Tenant Act 1927 caps the damages landlords can recover at the diminution in the freehold value caused by the breaches. Dilapidations surveying is a distinct specialism with landlord-side and tenant-side practitioners.

The Party Wall etc. Act 1996 is the UK statute regulating works on party walls, party structures, party fence walls and excavations adjacent to neighbouring buildings. Where notifiable works are proposed, the Building Owner must serve notice on the Adjoining Owner. If the parties cannot agree, each appoints a surveyor, or they jointly appoint an Agreed Surveyor. A Third Surveyor is selected by the two appointed surveyors to resolve deadlocks under Section 10. Party Wall Surveyors prepare Awards documenting the agreed works, protections and access. The role requires deep experience with Section 10 dispute resolution, schedule of condition preparation and Award writing.

A Reinstatement Cost Assessment is the calculated cost of rebuilding a property in the event of total loss, used for insurance valuation purposes. The RICS Professional Standard Reinstatement Cost Assessment of Buildings governs UK practice. RCAs include the build cost, demolition and debris removal, professional fees, VAT, and allowance for inflation over the likely rebuild period. Building Surveyors prepare RCAs at regular intervals (typically every three years) for landlords, REITs, fund managers and corporate occupiers. It is a distinct output from market value and should not be confused with it.

Technical Due Diligence is the pre-acquisition assessment of a property's condition, structural integrity, building services performance, statutory compliance (fire safety, Part L, disability access, Building Safety Act 2022 exposure where applicable), and material defects.
