Commercial Manager – PFI Sector

Location: Mobile role, ideally based in the North West

Employment Type: Full-time

We are representing a leading facilities management organisation seeking an experienced Commercial Manager to oversee the commercial performance of its PFI portfolio. This is a mobile position with responsibility for driving commercial strategy, ensuring contractual compliance, and supporting the successful financial delivery of multiple PFI projects.

Overview

As the Commercial Manager for the PFI division, you will lead commercial operations across a portfolio of long-term PFI contracts. The role requires strong commercial and contractual expertise, excellent stakeholder management skills, and a deep understanding of facilities management within PFI/PPP environments.

Key Responsibilities

• Lead and implement the commercial strategy for PFI contracts, ensuring profitability and compliance

• Manage the full commercial lifecycle from tendering and mobilisations through to delivery and contract close-out

• Review, negotiate, and manage contract terms, variations, and extensions

• Monitor project financials, analysing performance against KPIs and budgetary targets

• Produce accurate and timely financial and commercial reporting

• Build and maintain strong relationships with clients, partners, and internal stakeholders

• Identify, assess, and mitigate commercial and contractual risks

• Support the resolution of payment issues, disputes, and contractual interpretations

• Oversee the preparation of monthly commercial and performance reports

• Work closely with operational teams to ensure service delivery meets contractual obligations

Requirements

• Significant experience in commercial management within PFI or PPP environments

• Strong understanding of facilities management service delivery and commercial models

• Proven experience negotiating and managing complex contracts

• High level of financial literacy with the ability to analyse P&L, forecasts, and commercial performance data

• Excellent communication, stakeholder engagement, and relationship-building skills

• Knowledge of relevant legislation, compliance frameworks, and governance standards for PFI contracts

• Experience managing change processes and contract governance

• Strong negotiation and conflict resolution capability

Qualifications

• Degree or relevant professional qualification (e.g., Business, Finance, Construction, Facilities Management)

• Professional membership desirable (RICS, CIOB, or similar)

• Familiarity with contract management systems and commercial reporting tools
