Contract: Permanent, Full Time
Salary: £38,000–£45,000 depending on experience
About the Role
An exciting opportunity has arisen for an ambitious and highly motivated Billable Works Manager to deliver a diverse programme of refurbishment, maintenance, and improvement projects across a substantial Defence housing portfolio of over 30,000 properties.
This role plays a pivotal part in the successful planning, procurement, delivery, and close-out of projects ranging from minor remedial works and full internal refurbishments through to major seven-figure schemes. With an annual billable works programme exceeding £100m, the position is central to ensuring projects are delivered safely, on time, within budget, and to the highest quality and compliance standards, while maintaining an exceptional customer experience.
Key Responsibilities
Manage the full project lifecycle, from scoping and design through procurement, delivery, and handover.
Deliver projects ranging from small refurbishments to complex schemes (e.g. re-roofing or external façade upgrades up to £3m).
Ensure strict adherence to contractual, regulatory, and compliance standards.
Lead and manage supply-chain partners, ensuring performance, value for money, and quality outcomes.
Monitor budgets, approve cost plans, manage financial reporting, and forecast programme spend.
Ensure full compliance with Health & Safety legislation, including CDM regulations and asbestos control requirements.
Maintain accurate project records to ensure audit readiness and contractual compliance.
Build and maintain strong relationships with Service families, Defence Infrastructure Organisation (DIO) representatives, internal teams, contractors, and external stakeholders.
Provide regular performance and contract management reporting, analysing data to identify risks and improvement opportunities.
Manage customer expectations, resolve issues promptly, and ensure high levels of satisfaction throughout delivery.
Promote collaborative working across operational teams to achieve successful outcomes.
About You
The successful candidate will demonstrate:
Proven project management experience within housing, property services, or a similar built environment setting.
Strong commercial awareness and contractor management capability.
Excellent planning, reporting, analytical, and problem-solving skills.
Experience managing high-volume, fast-paced programmes of work.
Strong stakeholder engagement and communication skills.
A recognised construction or property-related qualification.
SMSTS certification.
Commitment to continuous professional development (CPD).
Proficiency in Microsoft Office applications, including MS Project.
You will be proactive, organised, and capable of maintaining both operational focus and strategic oversight, ensuring projects meet time, cost, quality, and compliance expectations.
