Senior Technical Manager

Reporting to the Head of Technical Services, the Senior Technical Manager is responsible for leading technical managers, supervisors, and operational teams in the delivery of comprehensive technical services. The role ensures the effective, safe, and efficient delivery of mechanical, electrical, building fabric, and associated project services.

The post holder will provide strong leadership across health and safety, statutory compliance, financial performance, and service delivery, ensuring contractual obligations are consistently achieved. The role also provides technical leadership across other sites within the region and deputises for the Head of Technical Services when required.

Role Impact

The position operates within a performance-driven contract governed by strict Service Level Agreements (SLAs) and Key Performance Indicators (KPIs). Failure to meet response and completion targets for planned or reactive maintenance can result in service failure points and financial deductions.

The Senior Technical Manager is accountable for managing agreed budgets, forecasting, and cost control to ensure the profitability of the technical services function and the wider contract. Effective collaboration across disciplines is critical to meeting contractual requirements and maintaining service

continuity.

Key Duties and Responsibilities

Leadership and Governance

Provide visible leadership to ensure contractual commitments are met and exceeded.

Promote a respectful, inclusive workplace culture and lead teams with professionalism and integrity.

Champion organisational values and standards of behaviour.

Act as the senior technical escalation point for complex operational issues.

Deputise for the Head of Technical Services when required.

Contract and Business Development

Identify and deliver opportunities for strategic contract development, increased turnover, and improved profitability.

Ensure business policies, procedures, and governance processes are effectively communicated and implemented.

Support regional and site-based business development activities as required.

Health, Safety and Compliance

Ensure safe systems of work are established, maintained, and consistently applied.

Ensure full implementation of health and safety policies across direct labour and subcontractors.

Lead or support technical safety working groups and forums.

Maintain full statutory compliance across all engineering disciplines, supported by auditable evidence.

Technical Services Delivery

Oversee the performance, standards, and compliance of mechanical, electrical, and building fabric services.

Manage resources to ensure services are delivered in line with contract requirements and client expectations.

Enable discipline-specific Technical Managers to focus on business-as-usual activities, acting as the primary technical interface with the client.

Ensure effective planned preventative maintenance regimes, technical audits, monitoring, and reporting.

Drive continuous improvement initiatives to enhance service delivery year on year.

Financial Management

Ensure annual financial targets are achieved.

Manage cost control, forecasting, and lifecycle planning.

Support monthly KPI reporting and performance evidence submissions.

Workforce and Competence Management

Ensure teams are appropriately resourced, competent, and authorised.

Maintain succession planning and workforce resilience.

Manage staff performance through appraisals, capability processes, disciplinary procedures, and grievance management.

Proactively manage training and professional development requirements.

Participate in the on-call rota following appropriate training and experience.

Stakeholder Engagement

Act as the senior technical interface with client stakeholders.

Attend health and safety forums, union meetings, employee forums, and regular client meetings.

Liaise with other managers to ensure cross-service and wider contractual requirements are met.

Digitalisation and Modernisation

Drive the adoption of digital maintenance systems, asset intelligence platforms, and compliance management tools.

Promote modern working practices aligned with industry best practice and innovation.

Essential

Full driving licence.

HNC in a relevant engineering or building services discipline.

Extensive technical competence in mechanical and/or electrical engineering.

Proven management experience within healthcare or other critical service environments.

Experience of planned preventative maintenance systems.

Experience of technical audits, monitoring, and report writing.

Subcontractor management experience.

IOSH Managing Safely or equivalent.

Desirable

Degree or equivalent in a relevant engineering discipline.

Experience with high-risk systems such as HV electrical, water safety, or pressure systems.

Experience of PFI or PPP contract environments.

Membership of a relevant professional institution.

Experience operating as an Authorised Person.

Strong knowledge of healthcare technical memoranda, including SHTM 00, 02, 03, and 04.
